A symbolic ceremony allows the couple to experience their wedding just as they would if they were being married civilly/legally, and most couples do not share with their guests that they are having a symbolic ceremony; because to them, it is the official ceremony and as real to them as it would be if were legal.
A civil registrar ceremony is a non-religious legal marriage ceremony performed by a government official or functionary. In the United States, this person is normally called a registrar. In short, this is a legal wedding which does require additional paperwork, legalities, and in some countries blood work prior to the wedding. Policies vary by country.
Basically, you get married in your home state, and celebrate your destination weddings as your day of celebration. No one knows the difference but you.
